The audition procedures of an orchestra are spelled out in its cba. This is publicly available. There is no need nor utility in speculating, if you are curious read the cba.
A guest conductor or consultant chairing a committee would certainly be unusual. Perhaps a forum member from the Edmonton Symphony could shed some light on this for us.
Depending on the orchestra and the contract language it's also possible that they hire an outside person to perform the role of the MD in the audition in cases where they are not available to be at the audition. Rare but not unheard of.
I heard that Alain Trudel was on the panel for this audition. Is there a reason for this other than that he's a trombone player? It seems weird to me that they would have someone not in the orchestra involved with the audition.
He happened to be guest conducting their concert at the time and seeing as they do not have a music director currently, I guess they decided to invite him on the panel.
It happens occasionally that an orchestra might hire a non-voting “consultant” to sit on a committee and advise the other committee members as to the facets of the instrument and excerpts as needed. I have no knowledge of the situation in Edmonton, just offering context.
In the situations I’ve heard, it’s often been for an instrument which is not played by any other member of the committee (I.e. tuba, harp, timpani, etc) and in every case I’ve ever heard, the consultant did not have a vote.
No hire.

from what I understand, Alain Trudel may have been chairing the committee. would that mean he has a vote then?
