If you pass the tape round, you are advanced to semis (the recorded round counts as a prelim round). If your tape is not accepted, you are still able to show up for the live prelim round but travel expenses will not be paid for.
Your chances are slightly better if you pass the tape round because you will be fresher for the semi round and be judged with less competitors, but you will also still have to win the day against whoever shows up.
