Almost every audition I have taken, regardless of PT or FT, has required me to send a deposit before they give me a time slot. It is so people don't change their mind 2 days before and no-show the audition.
I could think of a few reasons, all of them speculative from my perspective:
-It is a courtesy of the orchestra to provide the parts, especially if there are not dedicated full-time staff/librarians available to compile them
-The committee may want to provide an additional incentive for candidates to show up to the audition, since the number of no-shows is plausibly higher than an audition for a full-time position
-There may be costs and/or conditions imposed by a music publisher for the distribution of non-PD parts for auditions
